At about 9:30 P.M. Sunday, February 22, 2010, Police Communications received several calls of shots being heard in the area of Madison Avenue and 28th and 29th Streets. When officers arrived and checked the area they discovered a deceased male lying in a vacant lot at 28th Street and Madison Avenue. The victim had one gunshot wound to his upper torso. Detectives have learned that two men on bicycles were seen with the victim before he was shot. These men are described as young black males, one light skinned, one dark skinned, both wearing ski masks. One of the men was wearing a black coat with a large, white letter “R” on the back.

The victim has been identified as Randy Jamar Sloan, 18, of the 600 block of 28th Street. Mr. Sloan is a student at Warwick High School.
